The whole stretch of Kuching-Serian Road has almost been upgraded except portion from 10th mile to 15th mile. The land alongside the roads from 10th mile (Kota Padawan) to 15th mile (Kampung Seratau) are fully developed with residential, commercial and industrial premises. As a result, the portion of road mentioned above are very congested. Has the government any plan to upgrade the above mentioned road?

On matters concerning Sarawak Electricity Supply Corporation (SESCo) and Koperasi SESCo:

There were many complaints from the public that meter readings and bill delivery services in Meradong are getting worse and the whole situation is a mess. Very often, the meter readings are inaccurate, either over-read or under-read. It is learnt that these services are being rendered by the contractor(s) appointed by SESCo who did not/failed to do the meter readings and bill deliveries to the consumers' addresses on time thereby causing the consumers being over-billed and fined for late payment.
(a) State details of the main contractor(s) and/or sub-contractor(s) appointed by SESCo for the above said services and the contract sum paid to them for the above said services;
(b) State the reason(s) why such incidents have repetitively happened and nothing has been done by SESCo to resolve the matter once and for all.
(c) What steps or immediate measures will be taken by the State Government to solve the above said problem and to prevent the same to happen in future?

During the period of Ramadhan, all of the 4 unloading cranes at the Senari Port, under the Kuching Port Authority, were at one stage down, leading to a fleet of 7-8 cargo ships queuing and failing to unload their cargoes ontime, including food items required during the Ramadhan/ Hari Raya festive occasion. Shortages of festive food items were experienced by Kuching traders and consumers. I am informed that the quay and harbour cranes were at least 30 years old when purchased 10 years ago, and do regularly breakdown. And they often do so during the festive occasions when the demands are higher.

Will the Minister inform the august House what measures are being taken to reduce and to prevent any down-time in future, especially the upcoming Hari Raya Haji, Christmas and Chinese New Year? Will the old and scrap metal aged cranes be replaced by newer and more serviceable cranes?

On Hygiene and Refuse Collection:
(a) It is learnt that at the moment there is no refuse collection service provided at 3rd mile to 8th mile Jalan KJD in Meradong rural area:
(i) State whether the local government would implement the "Central Refuse Collection System" at the abovesaid area?
(ii) Alternatively, whether the local government has any plan to extend the refuse collection service to the abovesaid areas so that the residents do not have to use the roadside as the dumping grounds and be fined by the local government. If not, why?
(b) What actions have been and will be taken by the government to ensure that there would be no indiscriminate dumping of rubbish, waste or refuse in the respective divisions in Sarawak?
(c) State the fines collected for by the Court or local council in Sarawak for indiscriminate refuse dumping.

Should the Sarawak Government not urgently show its concern and attend to the problems of poverty, deprivation and marginalization in and around Kuching of several settlements lacking in the basic amenities of piped water, electricity and garbage disposal services?

I wish to refer particularly to residents of the following kampung:
Kampung Seruling Satu at Petra Jaya, Kampung Siluk along the Kuching Lundu Road; 8 kampung at Kedup, Serian including Kampung Pridan, Kampung Bugu, Kampung Resak, Kampung Diang, Kampung Mentung Mubuk, Kampung Baing, Kampung Tong Nibung and Kampung Mentung Berawan.
